Dear Miro:

	I agree with our opposition to giving intervenors money,
even though, in the present state of affairs, our side can benefit
more from handouts than can our opponents, because we have
less money and less organization.  Therefore, if the giveaway comes to
pass, we should be prepared to line up at the trough.

	However, it occurs to me that either through malice or
inadvertence, it may be written into the law that the only natural
way for the public to participate in regulatory proceedings is
in opposition to the proposed reactor, and this may be the only
form of participation that is paid for.  Is there some sympathetic
Congressman or staffer or legal scholar who will check that
the public is also allowed to favor the reactor and has equal
access to funds for that purpose.

	Incidentally, if the draft is written to favor antis,
raising the fairness issue at the appropriate time might serve
as a means for scuttling the whole business.
Asking for Government money to support our opposition to the abandonment of
the mixed oxide refueling hearings might have the same effect.
